6 Central Authorities Announce IPR Pledging Policies To Support SMEs To Finance Themselves

The Ministry of Finance (MOF), Ministry of Industry and Information Technology (MIIT), China Banking Regulatory Commission (CBRC), State Intellectual Property Office (SIPO) and two other central authorities have jointly promulgated the “Notice on Strengthening the Administration of Financing by Pledging Intellectual Property Rights and Appraisal to Support the Development of Small and Medium Enterprises” which encourages the banking industry to launch more loan services for small and medium enterprises which possess solely owned intellectual property rights by giving priority to these enterprises in securing loans by pledging their IPR. In addition, the Notice also states that the government will apply the current credit and finance policies in favour of SMEs to finance guarantee agencies’ loan services for SMEs with their IPR.
