There will also be a National Security Adviser designated by the central government who will give advice to the Committee. The National Security Law of the Hong Kong Special Administrative Region stipulates that the Hong Kong Special Administrative Region shall establish the Hong Kong Special Administrative Region’s National Security Council (the National Security Council of the Hong Kong Special Administrative Region) chaired by the Chief Executive. The members of the National Security Committee of the Minato District include the Chief Secretary for Administration, the Financial Secretary, the Secretary of Justice, the Director of the Security Bureau, the Chief of the Police Service, and the Police Service in accordance with Article 16 of the Minato National Security Act. The head of the security department, the director of the immigration department, the customs chief and the chief of the chief executive’s office. There is a secretariat under the leadership of the secretary general. The Secretary-General is nominated by the Chief Executive and appointed by the Central People’s Government.

The National Security Committee of the Minato District Security Committee shall be appointed by the Central People’s Government. The National Security Council shall attend the meetings of the National Security Committee of the Minato District to provide advice on related matters.

The National Security Committee of the Hong Kong Special Administrative Region establishes a national security adviser in accordance with Article 15 of the National Security Law of the Hong Kong District. Luo Huining, appointed by the Central People’s Government, will serve as the chairman and will attend the National Security Committee of the Hong Kong Special Administrative Region. The duties of the National Security Committee of the Hong Kong Special Administrative Region are: (1) To analyze and judge the situation of safeguarding the national security of the Hong Kong Special Administrative Region, to plan related work, to formulate the policy of safeguarding the national security of the Hong Kong Special Administrative Region; (2) to promote the legal system and enforcement mechanism of the Hong Kong Special Administrative Region to safeguard the national security (3) Coordinate the key work and major actions of the Hong Kong Special Administrative Region in safeguarding national security.

As the main enforcement department, the Police Department and the Department of Justice of the Special Administrative Region Government set up a special department to deal with the maintenance of national security affairs. The Special Administrative Region Government must effectively perform its duties and responsibilities and maintain national security. It has already carried out preparations for the establishment of a full-time department in the Police Department and the Department of Justice. With the entry into force of the National Security Act of the Minato District, the Police Department established the National Security Office on July 1 to handle relevant work full-time.
