Some residents worry: Will the central government’s national security office in Hong Kong abuse its power or will a “ secret police force” or “secret law enforcement” appear?

Given the differences between PRC legal and political system and HKSAR’s former legal system including human rights, and personal freedoms, this is a reasonable fear.

The law fully embodies the unification of the central government’s overall governance and the high degree of autonomy of the Hong Kong Special Administrative Region, does not change the capitalist system implemented in Hong Kong, does not change Hong Kong’s high degree of autonomy and the legal system of the Special Administrative Region, does not affect the administrative power, legislative power, and independent Judicial power and final adjudication. The law clearly stipulates that the Hong Kong SAR should respect and protect human rights in safeguarding national security, and protect the residents of the Hong Kong SAR in accordance with the relevant provisions of the Basic Law and the International Covenant on Civil and Political Rights, and the International Covenant on Economic, Social and Cultural Rights. Enjoy the rights and freedoms of speech, news, publishing, association, assembly, march, demonstration. The law regulates four types of crimes: splitting the country, subverting state power, organizing terrorist activities, colluding with foreign or foreign forces to endanger national security, punishing a very small number of criminals, and protecting the vast majority. Because of this, in just 8 days, nearly 3 million Hong Kong people signed their signatures in support of the National Security Law, which fully reflected the mainstream public opinion for stability and security.

The national security sword is high, and the unscrupulous anti-China chaotic Hong Kong elements repeat their old tricks, waiting for the opportunity to discredit the mainland’s judicial system and the rule of law, and carry out a stigmatization attack on the National Security Office in Hong Kong. However, their ulterior motives lie in the face of facts and laws. It is a well-known fact that Mainland China has a sound legal system and a good environment for the rule of law. China’s “Judicial Process Quality” indicator has ranked first in the World Bank’s Business Environment Report for two consecutive years. National security agencies must also handle cases strictly in accordance with the law in the Mainland, and there are strict procedural restrictions. It is impossible for them to do whatever they want in Hong Kong. The National Security Office in Hong Kong will perform its duties strictly in accordance with the law in Hong Kong and accept supervision in accordance with the law, and will not infringe on the legitimate rights and interests of any individual or organization.

At the moment, some Hong Kong citizens still have some worries and doubts about the Central Security Agency in Hong Kong. This is normal. History is the best teacher. Before the reunification, Hong Kong society also had such worries and worries, but the facts after the reunification made all the “rumors” “dissipate in the wind.” We believe that under the escort of Hong Kong’s National Security Law, the joint efforts of the National Security Agency in Hong Kong and the National Security Agency of the Special Administrative Region, actions and activities that endanger national security will be effectively prevented, stopped and punished.

The time will finally prove that the National Security Office in Hong Kong is the “ambassador of Hong Kong’s security” and “the gatekeeper of national security.”
