What do you make of the timing of a newly designated footpath for phubbers?

Is it a necessity to have a special lane for phone addicts? And most importantly can such a pedestrian road really lead to more safety?

Street in Washington and in Chongqing, China, there are also similar lanes specially designed for people who will use their mobiles while walking. I personally do not think such lanes will play important role in protecting those phubbers as most of the phubbers are paying attention on their phones, even if there is a hole on the ground will probability cause them fall down to the ground, let alone to say in the open air public environment, others, walking or driving by, may come across those phone addicts and possibly have an unexpected crash with each other.
