The “
Measures on Resolving Disputes over General Web Addresses (Amended)
” and “
Measures on Resolving Disputes over Wireless Web Addresses (Amended)
” entered into full force from 29 August 2010. The most significant change of these two amended Measures is, they enhanced the protection of the holder of a web address and the holder of a domain name.
The amended Measures followed the registration principle of “first-come-first-register”, which is a general recognized principle around the world. But these two amended Measures also contained the stipulations of limitation of the malicious registration. According to the amended Measures, any objection to the registration of any web address must be raised within two years and the “sale of general web address or wireless web address” is no longer defined as a malicious act. In the event the good faith of the respondents can be proved, the objection will be overruled.

Government Plans To Support Eligible Industrial Design Enterprises
The Ministry of Industry and Information Technology (MIIT) and 10 other central authorities have jointly announced their “
Guiding Opinions on Advancing the Development of Industrial Designs
”, stating that eligible industrial design enterprises will be supported in financing themselves in both local and foreign capital markets. Enterprises engaging in venture capital business are encouraged to make investment in this industry. According to the Opinions, by 2015 the development of the industry and level of service quality are expected to have improved significantly. It is also expected that there will be 3-5 leading enterprises with international competitive power to assist the country in developing 5-10 cost-effective national model industrial design zones.
