On August 4 2010, with the purpose of reinforcing the administration of network operation, information security and confidentiality, ensuring normal operation of its network, as well as improving working efficiency, the State Administration of Work Safety (thereafter SAWS) issued the
Measures of Network Operation and Information Security and Confidentiality.
Pursuant to Regulations of Safety Protection of Computer Information Systems, Provisional Regulations on the Management of International Networking of Computer Information Networks, and Measures of Security Protection Administration of the International Networking of Computer Information Networks. The new measures include seven chapters which are general rules, organizational management and responsibility, management of network security, management of information security and confidentiality, operation management, management of capital asserts and collateral clause.
(1) General Rules
According to the Measures, the network consists of intranet, governmental internets and other internets used by all units. Besides, the construction and management of governmental internets should follow the SAWS’s principle of overall programming, unified constructing and level to level administration.
(2) Organizational Management and Responsibility
The Measures states clearly the constitutions and responsibilities of security committee, general office, planning and technology department, communication and information center etc.
(3) Management of Network Security
The Measures specifies the needs of classification, construction and management of non-confidential information, protection equipments, isolation from outside networks, the importance of following the unified constructing plan and safety strategy, and the use of potable devices, wireless interconnecting devices, audio and video devices.
(4) Management of Information Security and Confidentiality
On the basis of the Measures, no units or individuals are allowed to endanger national security by using the systematic network of production safety, nor are they allowed to disclose confidential information etc. Also, the Measures regulates data exchange, change of passwords and anti-virus software, use of portable storage media and censorship of safety protection measures.
(5) Operation Management
The needs of high technology, watch system of administrators, contingency plan, monitoring and tour inspecting system are strengthened by the Measures.
(6) Management of Capital Assets
The Measures also stipulates the duties of the departments that are in charge of managing capital assets, laws and regulations that need to be followed.
(7) Collateral Clause
Any related unit or individual who breaches the Measures would bear respective legal liabilities.
