MOVE Act Makes Absentee Voting Easier for Overseas Voters

On October 28th 2009, the

Military and Overseas Voter Empowerment Act

(“Move Act”) was signed into law by President Obama. The Act contains significant changes in absentee voting procedures in 24 years. Now, each state is required to make blank ballots available by several ways.

This is considered as a very important step towards Internet Voting and the states are making effort to comply with the law. The delivery of blank ballot to absentee voters is available in three ways, known as mail, fax and e-mail. An absentee voter should submit his or her option with a new Federal Post Card Application. The MOVE Act requires states to have the blank ballot sent out 45 days before Election Day. States can also send an e-mail to guide the voters who opted to receive by e-mail to download the ballot in a state website.

“The Act facilitates absentee voters and stimulate their initiative to vote,” said Edward E, Lehman, Managing Director of Lehman, Lee & Xu. He added, “Now, uniformed service members and citizens living outside the U.S. can vote in their preferable way, and they constitute a group of voters that cannot be ignored.”
